BOROUGH COUNCIL MEETING NOTES
August 17, 2010

PELIMINARIES: Call to Order, Roll Call, Public Meeting Announcement, Salute to the Flag, Motion concerning the Minutes.
REPORTS OF COMMITTEES AND OFFICERS
Public Safety- Tom Cope reported parking violations were down 70% vs. last year, while violations of borough ordinances were up 58% vs. the same period last year. Other statistics: 57 emergencies, 14 alarms, 15 fire calls. Fire camp attended by 51 children.
Two significant events: Aggravated assault, victim thrown down stairs, and forgery, credit card fraud, and theft by a woman. Fire Safety Day is September 25th, Noon to 2 PM; displays, fire sprinkler devices, fire extinguisher demonstration and an opportunity to get your personal fire extinguishers re-certified.
Natural Resources- Randy Bauer- Successful year for Piping Plovers- 13 fledged.; 10 new Oyster Catchers and 10 Terns. Tim Daly’s Eagle Scout project at 111th and 3rd is finished. There have been 30 to 50 people on the weekends touring the Holly Walk. This will open during the week if birds will not be disturbed. Wings and Water has added the Bird Sanctuary to its tour stops this year,
Beach and Recreation- Judy Davies- Dunhour- Fewer seasonal beach tags but an increase of 487 weekly and 755 daily have been sold through July. Statistically: 17 water rescues, 5 EMS, 2 police calls, 1 boat rescue and 13 lost children reunited with family. Recreation AM schedules continue; other programs like basketball and tennis lessons are done. First year BBQ and Blues event was successful with 650 dinners being served. Other events being planned include: the Stone Harbor Shiver (Polar Bear Plunge), working on a New Year celebration for2012. News reports from Stone Harbor by Adam Joseph and Kathy Orr were done. The 2010 Arts and Crafts Show generated $88,600 in revenue, a drop of $7,500 from last year.
Utilities- Joan Kramer- Sewers have been repaired at 3rd Ave; 31 mark-outs for July. There has been a significant increase in use of water and therefore asking to limit water usage and conserve. Town is watering public landscaping every other day and the police have stopped washing police cars. Karen Lane is heading community Tree Preservation Program.
Public Works- Barry Mastrangelo- Installation of EBS (Emergency Broadcast System). Seashore Ace is looking into offering for sale hand-cranked radios to residents in order to pick up emergency information when electric is out. Flashing light crosswalk signs were installed on 96th Street. You need to push a button to activate. Tipping fees are over budget by 50%. Fall Clean up September 20th and November 15th.
Administration and Finance- Joann Vaul- Currently reviewing insurance; compensation consultants have been here; health care being reviewed. Two letters went to Trenton on library to date; no response.

Engineers Report- Mark DiBlasio-Public Works Building will be repainted August 23rd. Water plant roof completed. Municipal Building renovations being finalized for bid. Phase II of the beach outfall pipes removal has started by collecting data to re-route storm lines; possible presentation in September. Grants are being requested to reduce the cost. This affects 82nd to 88th streets. 99th Street bulkhead work begins in September. Public Works - solar panels installed and are now producing electricity.

Motion was made and seconded to accept and approve the reports- all in favor
COMMUNICATIONS
None
PUBLIC HEARING
Cyrus Myers- President of the Leeward Condominium Association spoke for the three art galleries located below the condominium on Second Ave. The galleries had requested the borough place lights on the trees outside their establishments. The borough said they were unable to attach the lights because they did not own the trees. Reading a letter from the Leeward Condominium owners, all owners agreed to donate to the borough all eight trees with provisions for caring and replacing. The Mayor thanked Mr. Myers and owners and stated that the Solicitor is reviewing the request. Joan Kramer stated that this would be a capital project for next year.
Al Carusi- had questions on Phase II of the beach outfall pipes. He asked what the timeline is for this project. Barry Mastrangelo said possibly 2011-2012. He then asked if the outfall pipes could be cut back to the point of low tide. Ken Hawk stated the Army Corps of Engineers requires these pipes be at this length. Mayor stated negotiations are being conducted with Avalon and the Corps of Engineers for beach replenishment in this area.

NEW BUSINESS
a. Resolution 20110-S-145 (Refund of Tennis Fee) Diane Green injured her arm and was unable to play. Refund made of $100. Approved.
b. Motion- Out to Bid- Water and Sewer Supplies- Passed.
DISCUSSION
Motion made to pay the bills. Approved
Resolution 2010-S-146 (Closed Session) Approved.

Council moved to closed session at 5:15 PM, still in session until some time after 6:00 PM.
