BOROUGH COUNCIL MEETING NOTES
March 2, 2010
 
PELIMINARIES: Call to Order, Roll Call, Public Meeting Announcement, Salute to the Flag, Minutes, Communications. 
 
PUBLIC HEARING:
 
Mr. Charles Koch continues to be an advocate for government transparency. He presented several ideas he would like to see:
a. complete line item budget including salaries and benefits for each borough employee.
b. present a complete council meeting agenda and items to be discussed.
c. have open committee meetings.
d. be able to see all borough documents that are available posted to the web site.
e. use the borough web site more effectively, update it to the 21st century.
f. schedule Hearing of the Public at the end of council meeting giving the public an opportunity. to respond on what occurred during the meeting.
g. move council meetings to Friday evenings to enable more families to attend especially summer residents who are interested.
 
OLD BUSINESS
 
a. ORDINANCE 1354 (Vehicles and Traffic) 2nd - 3rd and final- clean up and update of vehicular ordinances. Passed
b. ORDINANCE 1355 (COAH Accessory Apartments) 2nd-3rd and final- creation of accessory apartments for affordable housing, limited to 10 in the business district. Passed
 
NEW BUSINESS
 
a. Resolution 2010-S-52 (Release of Escrow) $335 for Zoning Board of Adjustment- Approved
b. Resolution 2010-S-53 (RiGi Arcade Amusement License)- Approved
c. Resolution 2010-S-54 (Recreation Program Fees) Set fees for summer- Approved
d. Resolution 2010-S55 (Interest Arbitration Reform) process required by state- Approved
e. Resolution 2010-S-56 (Granting Taxi License) AA Plus Cab- Passed
f. Resolution 2010-S-57 (EUS Contract Ocean City PDL Soccer LLC) July 5 to Aug 9 Borough gets 50% of revenue- Passed
g. Resolution 2010-S-58 (EUS Contract UK Elite Soccer Inc.)June 29 to Aug 3 Borough gets 20%- Passed
h. Resolution 2010-S-59 (EUS Contract Fitness Boot Camp) 80th Street 12 sessions for $100- Passed
i. Motion- Out to Bid 99th Street Bulkhead- Approved
 
BUDGET PRESENTATION
 
Budget was introduced to the public for the first time. Mrs. Vaul stated changes are possible. Final budget will be presented and voted on April 20th.

Each council person who headed their respective committee presented their portion of the budget and responded to any questions of council members or the public.
 
Mr. Koch after the budget presentation asked if the projected revenue was gross or net. The response was that it was gross. With construction down, Mr. Koch suggested the construction office could reduce the current number of employees. Overall Mr. Koch was disappointed that the borough did not “hold the line”. He suggested that members of council  return to their respective departments and figure out how to hold the line. “It doesn’t sound like we did that.”
