BOROUGH COUNCIL MEETING NOTES

April 6, 2010

 

PRELIMINARIES: Call to Order, Roll Call, Public Meeting Announcement, and Salute to the Flag.

 

PRESIDING: Mayor Suzanne Walters.

 

PRIVILEGED COMMENT: Mr. T. Cope asked to speak concerning papers distributed throughout the room. The Stone Harbor Museum is asking for anyone who cares to write of their experiences during the winter 2010 storms to please do so and mail them to the museum for compilation.

 

HEARING OF THE PUBLIC:

The following spoke:

Ms. Elaine Heil – She stated her concern over Resolution 2010-S-69 concerning the doubling of the parking meter fees. She felt that at a time when we were trying to promote the business district this resolution was counter productive. She stated “Be careful you don’t kill the goose that laid the golden egg”.

 

Mr. Larry Hanker also spoke from the merchant’s perspective on Resolution 2010-S-69. He stated that the increase in the parking fees was too high and that the parking violation fines were excessive and turning away customers from the business district. He said he realized that they were trying to bring in more revenue and advanced several other suggestions. 1. Set the meters so that when a car leaves a space without using all their time that the meter will rest to zero. 2. Put meters in the 80th to 63rd Sts. area since we already charge to park in the 95th and 96th St. lots to use the beach. 3. Reduce the seasonal parking fee from the $225 now charged so more merchants and their employees would buy them. 4. Review the period of parking meters from May 1 to September 30 to a late May to Labor Day period.

 

Mr. Charlie Koch asked to speak on two items. He wanted to know whose idea it was to increase the parking meter fees? Mrs. J. Vaul said it was a unanimous decision by the Administration and Finance Committee. He felt that the Borough had hired a tourism director to bring tourists into town and this resolution was counterproductive. He also stated that the fire inspection license fees would just be passed onto the tenants and this was detrimental to bringing in tourists. He also asked if change machines were planned for in town for change for all the quarters needed for the meters.

 

Mr. Jim Fisher also spoke against the increase in the parking meter fees as a resident and a merchant.

 

Mr. J. Berrigan (?) wanted to address the dune erosion issue to see if there were plans to replenish the dunes after all the storms. Mayor Walters answered by saying that the beach replenishment in November was paid for by the state and borough and is eligible for FEMA funds. The Governor requested that the New Jersey coastline be declared a federal disaster, which it was, and is eligible for FEMA funds. Only the loss from the 2009 storms will be replaced.

 

Mr. Lou Schweikhardt asked if the borough had floated a bond, as North Wildwood had done until the FEMA funds became available? The answer was “No”.

 

Mrs. Joey Fisher stated her opposition to the increase in meter fees. 

 

OLD BUSINESS: None

 

NEW BUSINESS:

  1. Ordinance 1358 (Eliminate handicapped SPACE FROM Borough Parking Lot and Adding one in the 300 block of 96th Street) This was a request by the medical clinic in that block. PASSED.

 

  1. Resolution 2010-S-65 (Establish Wage Rates for Beach Patrol and Beach Tag Personnel) PASSED.

 

  1. Resolution 2010-S-66 (Award Non-Fair & Open Contract – Parker & Partners- Public Relations Services)

 

  1. Resolution 2010-S-67 (Tax Identification Recycling) PASSED.

 

 

  1. Resolution 2010 -S-68 (Municipal Recycling Tonnage Grant application) PASSED.

 

  1. Resolution 2010-S-69 (Change in Parking Meters from $.25 for 30 minutes to $.25 for 15 minutes)  The council decided to withdraw the resolution and send it back to the committee to rework and consider some of the suggestions presented by the public. PASSED. Al other items are renumbered with the withdrawal of this resolution

 

  1. Resolution 2010-S-69 (American Legion Raffle License for Bird Sanctuary) PASSED.

 

  1. Resolution 2010-S-70 (Refund Fire Inspection and/or Rental Registration License Fees) PASSED.

 

  1. Resolution 2010-S-71 Inter-local Agreement Use of Fields- Wildwood Catholic The school uses the fields in cooperation with the Recreation Dept. from August 20, 2010- November 5, 2010 for a fee of $1500. PASSED.

 

  1. Special Event – Trial on the Isle Charity Softball – Phila Flyers July 8. PASSED

 

  1. Special Event – Stone Harbor Lions 10K, 5K Run/walk August 29 PASSED.

 

  1. Special Event – Mens' Slow Pitch Softball League Sundays May 16 – August 29 PASSED.

 

  1. Motion – Permission for American Legion to close 2nd Ave. in front of Legion Memorial Day 9 am – 3 pm PASSED>

 

  1. Motion – Administrator to prepare & issue an RFP for Compensation Study.
